Which test is right for me the SAT or ACT?

I would say the SAT is better for you. On your plan test it should say what it projects you to get on the ACT and if that is good then maybe take the ACT. I know that I got a 25 on my PLAN and it said I would get a 26-30 on my ACT and I got a 139 on my PSAT which is bad, so I know that the ACT is going to be what I take. Just do practice tests too, to see which format you like better.
