Did democrats BUY the yes votes they needed to p their Health Care Bill?

Secretary of the Interior Ken Salazar announced on Tuesday March 16th that central California would get extra public water allocations. Are the increased water allocations the price Obama paid in exchange for the yes votes he needed from Democrats Dennis Cardoza and Jim Costa to p his Health Care Bill?
