Blackjack game?

against a 789 or 10 in the hold for the dealer, are you better of staying on 16 or hitting. It seems like i bust more often than not when i hit, and when i dont hit, i pull a 4 or 5.....but when i bust the dealer never has the card underneath and busts himself...what is the best strategy.
